On the 8640B note that you need to stay away from the Option 323 versions if you want to have the PLL functionality. The Option 323 was built for the military and doesn't have the PLL, and also doesn't have an external input for the counter.

I would also be careful about 8640B's that aren't working. They actually produce their RF by having a resonant cavity inside. There are mechanical pieces that change the shape of the cavity to change the frequency. The gears are plastic and as they get older they tend to crack and break. They're pretty difficult to come by, although there are some hobbyists that are either molding new ones or trying to replicate them via 3D printing.

On a side note, if you have a specific project that you need the sig gen for, you're welcome to come to my lab and use one of mine. I have both a commercial 8640B and an option 323.
