I've been wanting to give it a try for a while now. I have a couple of RPis that need to be given a purpose. If you haven't already, check out this article where an operator uses the square-wave output on the GPIO pins in order to create a small WSPR transmitter: https://github.com/threeme3/WsprryPi -- I've also been exploring the notion of hooking up a Si570 programmable oscillator to the RPi, and possibly try to hobble together... something.

Anyways, back to your main topic. What software are you using in order to try to decode it? Is this from a TV dongle?
